Arnold going for reeve's chair
By Marc Zienkiewicz RM of Alexander councillor Ed Arnold is making a bid to be the municipality's next reeve. Arnold's been a councillor in the RM for four years and is a former chief administrative offi cer for West St. Paul, and also used to manage the Selkirk Planning Board. "I want to see the municipality get back to the basics," he says. "We have to set our sights on road maintenance, snow plowing, grass cutting, that kind of thing." He says the municipality has been distracted in recent months by projects like the RM's illfated water treatment plant project, which was recently scrapped after 10 years of planning. If approved, it would have forced RM residents to shell out thousands of dollars whether they wanted the service or not. "We got beat up for that, and rightly so," he says. "The people should be coming to the municipality and saying 'can you help us out with this?' We shouldn't be shoving it down their throats." Th e 64-year-old former Saskatchewan farmer has thrown his hat in the ring for the reeve's chair. He'll be going up against Coun. Ed Arnold and Michael O'Leary, who have also declared themselves candidates for the Oct. 27 municipal election. "It's time we had a solid plan for this municipality," he said. "Right now everything is so hodge-podge in my opinion. Where is the logic?" Goodfellow moved to the RM with his wife Claire six years ago. He was involved in municipal politics in Saskatchewan, where he was a councillor and deputy mayor for Manitou Lake, spending eight years on council. He wants to return to the political arena and use his expertise and vision to benefi t the people of Alexander, he says. "I like to listen, plain and simple, and that's what we need more of." Goodfellow has become frustrated by what he says is a serious tangle of red tape in the municipality, which is complicating things for ratepayers who want to develop on their property. "People I've spoken with are at their wit's end. The building inspector is getting in their way. passionate about for a long time. A recent rally at the Manitoba Legislature was poorly-attended, he said. "Only 50 people showed up. Do people really care?" The 63-year-old is active in the community, having established a camera club at the East Beaches Senior Scene where members meet monthly to learn about their cameras and how to take better photographs. As the chair of the Edgewater Recreation Commission, he says he's also been instrumental in assisting e-business opportunities and economic development in the region. He's enjoyed his time on council, working with fellow council members to develop long term goals prioritizing drainage works and sealcoating the RM's road network. Now he wants a chance to lead that council come the Oct. 27 municipal election. "Having been on council for the past four years, I'd like the opportunity to provide guidance and leadership to the new members of council," he says. He says the municipality's ill-fated attempt to build its own water treatment plant was an example of bad planning on the part of the RM. Goodfellow was instrumental in coming up with a plan to bring natural gas to citizens of Manitou Lake, a plan still used as a model by SaskEnergy. Under the RM of Alexander's plan, which was 10 years in the making, residents were going to be forced to shell out thousands of dollars for the water, whether they wanted it or not. "What we did in Saskatchewan was we went to the people and we asked for an 80 per cent sign-up at $2,800 a pop, and that was 20 years ago. Th at should have been done here." Getting the municipality to communicate better with the community is yet another thing Goodfellow wants to address. He was involved in the creation of the Manitou Sand Hills land use plan, a collaboration between fi ve municipalities. The Sand Hills comprise 105,000 acres of Crown grazing land next to the Alberta border south of Lloydminster, and is one of the largest areas of its kind remaining in the province.
